The Republic of Mauritius is world known as an upmarket tourist destination, an exporter of sugar and quality textile products to Europe and the United States, and is now more and more known for its Integrated Resort Scheme (IRS), but the aspiration of the country to make it a well established financial services sector is a natural boost to the economy given the lack of natural resources and the limitations of the land..

Emphasis was laid on the global business sector when legislation was introduced in 1992 creating the authority namely, the Mauritius Offshore Business Activities Authority (MOBAA), which regulated offshore activities until 2001, when a Financial Services Development Act (FSDA) came into effect, replacing MOBAA with the Financial Services Commission (FSC). In 2007 the Financial Services Act was enacted to amend and consolidate the law regulating all non-bank financial services.

The country has a long history of political stability and respect for the rule of law, and is a model of racial harmony, despite the ethnic diversity of its population. It is a republic, with free and fair elections held every 5 years, within a multi-party democracy based on the Westminster model.

The Regulators:

  • The FSC grants and regulates global business companies licensing, including Collective Investment Schemes, under the Financial Services Act 2007, the Securities Act 2005 (Amended 2007) and the Insurance Act 2005 (amended 2007)

  • The BoM has been set up as the authority responsible for the formulation and execution of monetary policy consistent with stable price conditions. It also has responsibility for safeguarding the stability and strengthening of the financial system of Mauritius.
  • Registrar of Companies - (RoC)
    The RoC grants incorporation certificate under the recommendation of the FSC and ensures that all Mauritius companies are in accordance with the Companies Act 2001 and Financial Services Act 2007.

  • FIU combats financial crime, money laundering and terrorist financing by providing high quality, accurate, comprehensive and timely financial intelligence in Mauritius and the region.

  • The MRA regulates taxation of all Mauritius companies and grants the Tax Residence Certificate under the recommendation of the FSC.

  • The BoI is the official Investment Promotion Agency of the Government of Mauritius, the Integrated Resort Scheme is under its supervision.
